What this means to me is that even if everyone wants something that is forbidden its still going to be wrong because it is a rule and it can not be changed. For example if everyone wants to use their phone in class they can't because its a rule and its wrong to use your phones in class its rude because you won't even pay attention to the teacher.For example if  you say that you don't want to chew gum then its right because its a rule that everyone requires. There is always going to be rules in life and some people might not agree with it but nothing can be done because the rules are not going to change just for you and other people. If everyone is against it then nothing could happen. If people want to do something wrong and they are for it, its still going to be the same no matter what.
